As a commando in the British Royal Navy, Pallett worked alongside Joseph Colton and his original G.I. Joe team. Pallett was eventually given command of England's Action Force and led them alongside the Adventure Team against the Red Shadows in their plot to construct a "death ray."
When the Red Shadows were reborn in 1983 under the leadership of Baron Ironblood, Pallett and Action Force were tasked with fighting this renewed threat. Pallet oversees all of Action Force's four units: Z Force, SAS, Q Force, and Special Weapons.
